Street‑Light Outages Dominate Colonial Place & Riverview Civic League Meeting

NORFOLK, Va. — July 14, 2025

City officials and utility representatives fielded residents’ concerns over widespread street‑light failures at the Colonial Place and Riverview Civic League’s monthly meeting, held Monday evening at Kingdom Embassy Ministries.

Key points

* Attendance: Members of City Council, Courtney Doyle and Jeremy McGee; Department of Transportation Director John Stevenson and engineer Keith Darrow; Dominion Energy regional representative Will Smith.

* Causes of outages: Aging infrastructure, ground‑wire water damage, connection points, and storm‑related damage were cited as primary factors.

* LED conversion: Norfolk’s city‑wide switch to LED fixtures is temporarily suspended due to budget and supply‑chain constraints as well as identifying a new plan of implementation; no restart date was given.

* Utility response: Dominion Energy pledged to issue daily status updates and prioritize repairs in areas with the highest number of dark lamps.

* Resident concerns: Speakers questioned the pace of repairs and lack of a long‑term remediation plan. Council member Doyle urged Dominion and the city to provide clearer timelines and measurable progress reports.

A lengthy question‑and‑answer session followed the presentations.
